FSSAI Introduces New Guidelines for Packaged Drinking Water to Enhance Consumer Safety

The Food Safety and Standards Authority of India (FSSAI) has introduced a new set of guidelines to regulate the standards of packaged drinking water across India. This move comes in response to the growing concerns about the safety and quality of bottled water, a product consumed daily by millions of people. The new guidelines emphasize maintaining a balance between essential minerals and overall safety to safeguard public health.

Key Changes in Guidelines

The updated standards focus primarily on permissible limits for various minerals in packaged water. One of the significant changes is the adjustment in Total Dissolved Solids (TDS). The new permissible range for TDS has been set between 75 mg/l and 500 mg/l. Previously, there was some variability in the allowable TDS levels, which led to inconsistencies in the quality of water. With this update, consumers can expect more uniformity and better quality across brands. The TDS content influences the taste and mineral composition of the water, making it a critical factor in determining its quality.

In addition to TDS, the calcium and magnesium levels have been strictly regulated. The permissible limits for calcium (as Ca) are between 10 mg/l and 75 mg/l, while magnesium (as Mg) is allowed between 5 mg/l and 30 mg/l. These minerals are essential for human health, contributing to bone strength and other bodily functions. However, excessive levels can lead to health risks, and the FSSAI has ensured that the new limits strike a balance between safety and nutritional value​.

The Importance of the Update

The guidelines serve as a response to increasing consumer demand for transparency in the bottled water industry. With packaged drinking water becoming a staple for many, particularly in urban areas where access to clean tap water is inconsistent, the quality of the product is of utmost importance. Previously, there were reports of substandard products being sold, causing health concerns among the public. These new regulations aim to eliminate such issues by enforcing stricter controls and more regular quality checks.

According to experts, the move will not only ensure safer drinking water but also enhance consumer trust in the bottled water market. “By setting clear standards for essential minerals and contaminants, FSSAI is taking a step toward ensuring that consumers get what they pay for — safe, healthy water,” said a representative from the Indian Beverage Association.

Industry Impact and Compliance

For manufacturers, the new guidelines bring about stricter scrutiny. All companies involved in producing and distributing packaged drinking water must adhere to these standards. Regular testing and certification will be required to ensure compliance. The guidelines are expected to push smaller, unregulated players out of the market, allowing for better-regulated, larger manufacturers to dominate.

However, industry insiders are optimistic that compliance will not be too burdensome. Most large manufacturers already follow international standards, which are often stricter than the new FSSAI guidelines. For them, this is a step in the right direction, ensuring that the industry maintains a reputation for safety and reliability.
